No Coastal Layer, One Question Instead

Is My Burned North Park Lot Worth More Than the House Was?

On a good number of parcels here, yes. What decides it is the lot area, whether the property sits in a Sustainable Development Area, and what the underlying zoning allows. Where the capacity is real, a developer prices units and the condition of the burned house barely enters their calculation.

Which Means Two Different Buyers

Most of the stock dates from the 1910s through the 1940s. Standard attached or detached ADUs are capped at 1,200 square feet, while conversions of existing space carry no maximum. The permitted unit count in a single dwelling unit zone is set by lot area excluding environmentally sensitive lands, and within a Sustainable Development Area each qualifying deed-restricted ADU allows 1 additional bonus unit. The Coastal Act took effect in 1977. Under the 2025 ADU reforms a minimum 4 foot side and rear setback applies to units in High and Very High Fire Hazard Severity Zones, effective 30 days after final passage outside the Coastal Zone.

The practical effect is that you may receive offers built on entirely different premises, and comparing them directly is meaningless.

A rehabber prices the restored house and cares a great deal about what survived structurally. A developer prices the units the parcel could carry and cares about lot area, zoning and access. On a parcel with genuine capacity the second number is usually the higher one, and the fire damage barely moves it.

How Do I Compare Offers Built on Different Premises?

Ask each buyer what they intend to build. Then compare the restoration offers against each other and the capacity offers against each other, rather than treating a low restoration number and a high development number as though they were competing views of the same thing.
